Department Summary
The DCO (Distribution and Customer Operations) Regulatory Compliance organization provides valuable support to the field operations to enable them to create customer value through safe and excellent operations.
Job Description/Responsibilities
The Gas Compliance Liaison's primary role is to support gas pipeline safety compliance. This position will be the single point of contact with the Michigan Public Service Commission (MPSC) for field inspections and or incidents of Consumers Energy's gas facilities including transmission, storage, compression and incident response and investigations.
Key Responsibilities include:
:Provide primary point:of:contact for MPSC Gas Safety Staff for Gas Distribution including:
:Comprehensive and Field inspections
:Technical Written regulatory submittals
:Multifaceted non:compliance responses and action plans
:Support Consumers Energy pipeline safety and gas code compliance efforts
:Non:repetitive compliance item tracking
:Database administration
:Develop and defend Consumers Energy regulatory positions
:Provide MGSS interpretations, guidance, and direction
:Provide subject matter expertise for procedural content and process improvement
:Support records management and track compliance dates
:Draft and submit repetitive and non:repetitive regulatory filings to MPSA and PHMSA
:Coordinating, preparing, and leading MSPC field and office inspections
:Assisting with corrective actions, and regulatory action item resolution
:Formulating written technical responses to MPSC Non:Compliances
:Formulating responses to MPSC inspection forms
:Liaison with operations and engineers for potential compliance risks
:Provide subject matter expertise on CE gas code/pipeline safety initiatives
:Provide code interpretations and technical guidance
:Draft, review, and submit various PHMSA/MPSC regulatory submittals
:Supporting Root Cause Analyses and process improvement
The ideal candidate should have the following skills
:Gas Utility Experience and an understanding of Gas System
:Experience working with MPSC Gas Safety Staff or similar
:Excellent technical writing and editing skills
:Exceptional Leadership skills with an ability to provide guidance; prioritize and build consensus
:Previous Experience with Pipeline Safety/MGSS with regulatory credibility
:Strong Organizational skills and an ability to manage strict deadlines simultaneously
:Excellent Oral and communication skills and the ability to communicate to senior management and cross:functionally
This position will be located out of the Saginaw Service Center. Other locations may also be considered.
Requirements/Qualifications
:A Bachelors degree in engineering from an ABET accredited program as set forth in the Engineers Council for Professional Development
:In lieu of an ABET accredited Engineering degree, a bachelors degree in a scientific/technical field may be acceptable for placement in the Engineering Tech job family.
The following skills and experience will set you apart from others:
:Advanced degree and/or PE licensure (preferred)
:Knowledge of MGSS
:Masters or other advanced degree, ideally in Engineering or Business Administration
:Energy industry background
